Sibneft, Omsk oil refinery

Installation of a SAP-based corporate enterprise management system, automating energy resources consumption accounting, creating an enterprise energy monitoring system, integration with a SAP-based enterprise management system

Enterprise profile

Omsk oil refinery is one of Russia's largest oil refineries, which is a main refining enterprise of a vertically integrated Sibneft holding. Since 1997 the company has implemented a programme aimed at the reduced power consumption and higher production volume of its own energy resources. Within the framework of a modernization plan the energy efficiency programme contributes to reduced costs, higher efficiency of the funds management and a lower level of environment pollution.

Objectives and tasks

The objective of the project implemented by IKT-Engineering is higher management efficiency of the company's energy systems.

Tasks:

  • Automating energy resources consumption accounting (ASKUE and ASTUE systems).
  • Development and installation of a distributed data processing management system relating to values of primary accounting and control devices (creation of SDU).
  • Creating an energy monitoring system of the enterprise on the basis of an automated electric power commercial accounting system (ASKUE) and energy resources technical accounting system (ASTUE).
  • Integration with the existing SAP-based enterprise management system.

Solution

In the course of the project considerable modernization and functional expansion of the Energy Resources Dispatcher System (ASDU) was carried out. Three-level ASDU works on the basis of the initial values of accounting and control devices. The basic software is Hewlett-Packard RTAP/Plus SCADA system. The following types of work were performed: customization of the application to the required functionality and creation of a data base structure and libraries of graphic and logical models of a power supply system. The system has also helped to resolve the issues of scanning controllers installed on the plant's power substations and electronic and heat counters relating to heat energy and electric power commercial accounting systems. Remote connection with facilities is done by fixed line communications and information is sent via radio channels. ASDU modernization has also contributed to eliminating the existing limits as regards the system's expansion. Currently, the system works with 2500 RS (supervisory control and measuring equipment) and there are also plans to further increase the utilities telemetry volumes. The number of system users has grown due to remote access to the system's data via a local network of the enterprise. ASDU is integrated into the plant's universal information and management system based on SAP.

Development and implementation of a power consumption reduction programme at the enterprise was carried out simultaneously with the installation of a complex power supply management system (ASUEP). Concurrent introduction of all accounting, control and management subsystems (ASKUE, ASTUE, ASDU) has helped to start using an energy cost monitoring mode and analyze the efficiency of taken measures (restructuring of facilities, use of the plant's energy resources and modernization of equipment). Power consumption reduction programme implemented with the support of IKT at Omsk refinery is one of the largest projects aimed at energy saving in Russian oil refining industry.

Result

At Omsk refinery energy saving optimization tasks have been resolved. IKT Company developed and implemented a complex distributed power supply management system (ASUEP) which includes primary analysis and presentation of information on consumption balances and energy monitoring in terms of the values of primary energy resources consumption accounting and control devices (measuring heat, water, steam and electricity). The measures taken to remove, replace and update the existing equipment helped to considerably reduce power consumption and expenses related to energy resources.

Overall, introduction of energy monitoring and energy resources management procedures has helped to save 10% of total saved value within the framework of energy saving initiatives.

According to experts, the economic effect of energy saving initiatives at Omsk refinery helped to reduce the average annual steam flow by 93 t/h (67 Gcal/h), i.e., ~64 mln. roubles (or 10 mln. USD).

The solutions offered and implemented by IKT-Engineering helped to considerably reduce energy resources consumption at the enterprise and costs on current reproduction financing as well as to eliminate exhausts in the atmosphere.
