Federal State Unitary Enterprise (FGUP) "Protvino electric power production" (PROTEP) performs its activity within the framework of the system of the Ministry of Nuclear Energy of Russia. It provides consumers with electricity, hot water, heat, steam, water for economic needs and drinking as well as takes and purifies wastes of industrial and utility enterprises. FGUP "PROTEP" is an enterprise that performs key energy tasks of the city.
Objectives and tasks
ASUE is created for commercial accounting of electric power and effective control over physical values and power supply scheme. Accumulated data should help to make mutual settlements between powers suppliers and consumers, analyze energy costs and work out energy-saving activities and supervise their performance. The end purpose of creating the system is to increase the reliability of power supply by discovering and preventing emergency situations in due time.
System requirements
ASUE which is created by IKT specialists for FGUP "Protvino electric power production" shall meet the following requirements: 24-hour operation, high reliability, step by step installation and scalability of the system during operation, conformity with Russian metrology security standards, power requirements and registration in the State Register of measuring equipment. In addition, the system shall also correspond to such parameters as noise proofness of data and electronic equipment, effective remote control of the status of counters, power supply scheme and physical values in real time; remote control of commuting devices (10 (6) kV, steady tele-metric connection between substations and the dispatcher service, provision of data on commercial accounting of electric power to a power supplier by a commuted phone line, etc.
Solution
The objective of the project is to create an automated power supply management and accounting system (ASUE) which helps to do as follows: effectively provide commercial and technical accounting of electric power consumed in the city, resolve the issues of energy saving and financial interaction with power suppliers; reasonably use energy resources; effectively control the status of the main equipment and power consumption modes. The objects to be automated are 66 active power counters. Commercial accounting shall be carried out at 9 of 14 remote stations (RS) and technical accounting - at 10 RS.
The system shall monitor alarm systems and current measurements at 14 RS. Control signals are generated at 5 RS (1-4 signals at each station). To contact ASUE facilities the system is equipped with fixed phone lines; communication is carried out with the help of highly reliable noise resistant modems. Commercial and technical accounting shall be done at 83 RS which are united into accounting groups in accordance with the structure of consumers. Dispatcher management subsystem helps to control a power supply scheme of the city as well as network current, voltage, capacity and frequency indicators. In addition, the system provides protection from unauthorized access to information and security alarm services.
Result
ASUE FGUP PROTEP is a full scale power supply management system of the city which covers 15 substations. ASUE comprises an effective dispatcher management system (ASDU) and a certified electric power accounting subsystem (ASKUE) which conforms to the "Regulations on commercial accounting of electric power and capacity on the wholesale market" issued by RAO UES Russia".
The system shall provide:
- centralized power accounting;
- effective power consumption control;
- effective power supply scheme control;
- effective physical values control;
- remote control of switching equipment;
- remote diagnostics of equipment.
