Reform in the energy sector reached its peak. The former monopoly structure of electric power is disappearing: most of the vertically integrated companies are being displaced by companies with new structures. On September 1, 2006 new rules for the wholesale and retail electricity markets came into effect. On the wholesale electricity market the transition to regulated contracts between buyers and generation companies has taken place, the free trade sector has been liquidated, the spot market is launched - "one-day-ahead market". By 2011 in accordance with the decision made by the Russian Government on November 30, 2006, it is planned to gradually replace regulated contracts with free market (unregulated) contracts. Rules of operation of retail markets suggest a gradual liberalization of energy retail markets parallel with the liberalization of the wholesale market, while maintaining the provision of electricity to households at regulated rates during the transition period.

The main objective of the reform is to create conditions in which electric energy companies can improve their competitiveness and enhance their investment attractiveness. To achieve the best results possible industry enterprises will need to employ a sound policy for improving the efficiency of enterprise management, as well as use the latest information technologies and implement engineering solutions.
